Free Plumber Services – City of Dallas (Operation WaterShare)
The City of Dallas—through Dallas Water Utilities (DWU)—offers a free, non-emergency Minor Plumbing Repair Program (MPR) to eligible low-income homeowners. The goal is to reduce water waste, lower utility bills, and provide essential help with small plumbing issues that can become costly if left unaddressed.
Free Plumber Services – Program Highlights
- Free minor repairs: Help with small leaks and simple fixes that meaningfully reduce water loss and monthly costs.
- Income-qualified: Available to low-income homeowners who live at the property and meet HUD income guidelines.
- Non-emergency only: This is not an emergency service; work is scheduled on a first-come, first-served basis.
- Water-saving upgrades: May include free replacement of water-efficient fixtures such as toilets (up to two per household), faucet aerators, and low-flow showerheads.
What’s Covered
- Leaky faucets (indoor or outdoor).
- Hose bib (outdoor spigot) leaks.
- Easily accessible leaking pipe joints.
- Basic fixture replacements to improve water efficiency.
What’s Not Covered
- Emergencies or urgent repairs.
- Gas-related plumbing issues.
- Wastewater or sewer repairs.
- Garbage disposals, washing machine hookups, or work behind walls, under the house, or underground.
Free Plumber Services – Eligibility & Requirements
- You must be a homeowner and DWU customer residing at the service address.
- Household income must meet HUD low-income guidelines.
- The work area must be safe, clean, and structurally sound for technicians.
- A follow-up inspection is typically scheduled within about three weeks to verify the work. If verification cannot be completed, the City may bill the homeowner and any warranty may be voided.
